NUP’s Ojara Mapenduzi Moves Motion to Remove Zaake from Parliament Commission Office

Mityana Municipality Member of Parliament (MP) Francis Zaake is in a spot of bother. On Tuesday, Bardege-Layidi Division MP Martin Ojara Mapenduzi raised a matter of national importance in which he told parliament that he was taking steps to move a motion under Section 5 of the Parliament Administration Act to remove Zaake from the parliamentary commission for allegedly using words that demean the Deputy Speaker of Parliament.

Mapenduzi said wants the House to suspend rule 56 and rule 110 of the Rules of Procedure.

This involves a Motion for a resolution for the removal of a Commissioner to be initiated by a notice in writing to the Clerk, signed by not less than one-third of all the voting Members of Parliament.

According to Rule 110 of the Rules of Procedure of Parliament, a Member of the Commission, other than the Speaker or the Leader of Government, Leader of the Opposition or the Minister of finance can be removed from office by Parliament for misconduct, incompetence or insanity.

A number of MPs seemed to support Mapenduzi’s move to have Zaake kicked out of the parliamentary commission. Deputy Speaker Anita Among referred the matter to the committee of Rules, Privileges and Discipline under Rule 175 to handle and report back within two weeks.
