CAO, PAC Chairperson Exchange Words After Departmental Heads Fail To Appear

The Mbarara District Public Accounts Committee Chairperson, Herbert Kamugisha has exchanged bitter words with the Chief Administrative Officer – CAO, Edward Kasagara over the failure of the Heads of Departments to appear before the committee.

Kamugisha lost his cool when the heads of departments failed to turn up for a meeting that was scheduled to start at 9 am on Tuesday morning and tasked the CAO to explain. He accused the Mbarara District Education Officer, Gabriel Ahiminisibwe, the Head of Natural Resources, David Nuwagaba Sacho, and the Rwanyamahembe Town Clerk of ignoring sermons to appear.

Kamugisha faulted the heads of departments for undermining the committee mandate. 

In his response, Kasagara that not all of the heads of departments can appear before the committee at the same time since they have other responsibilities and pleaded for more time to allow them to appear or recommend a penalty. His explanation didn’t go down well with the PAC chairperson, who tasked the CAO to explain who decides when the officials should appear and what queries they should respond to.

Kamugisha directed the CAO to ensure that all the heads of departments appear before the committee without sending representatives.

The Public Accounts Committee is sitting to interrogate audit queries raised from the second and third quarters of the 2021/22 financial year. District Public Account Committees-DPAC are statutory bodies that play the accountability oversight function on the use and utilization of public funds within the local government. 

The Committee acts on both the external (Auditor General) and internal Audit reports to ensure proper accountability and value for public money.
