Assailant Disguised as Mentally ill Person to Attack Security Guard in Luwero

A joint security team is still on a manhunt for an unknown assailant who shot and killed a private guard and robbed his gun in Wobulenzi town council, Luwero district.

The incident occurred at around 12:30 pm on Wednesday, at Advance Smart Micro Finance located in Modern Zone in Wobulenzi town. The assailant shot the 20-year-old guard, identified as Leone Odongo, and made off with his firearm.

Ivan Ssebuufu, the LCI Chairman of Modern zone says that according to eyewitnesses, the assailant turned up at the Micro Finance in dirty clothes and with polythene bags containing rubbish. Ssebuufu adds that residents thought he was mentally ill but after a few minutes, they heard gunshots only to see him removing a gun from the dead security guard moments later.

Ssebuufu adds that a stone-throw away, three unarmed soldiers of Uganda Peoples Defense Forces-UPDF moved out of a restaurant after hearing the gunshots only to see the assailant pointing the gun in the sky to scare nearby residents. Ssebuufu says that the soldiers immediately ran to pick up their guns but returned when he had disappeared with the stolen gun.

A witness who preferred anonymity told URN that the assailant picked the gun from the polythene bag and shot the assailant at close range before he stole the gun from him. An area resident Karim Kyaligamba says that they sounded an alarm and chased the assailant but he pointed the gun and threatened to shoot at them prompting them to retract.

Wobulenzi Town Council Chairman Moses Ssebalamu says that the assailant later dropped the gun butt on the road as he escaped to nearby bushes. Ssebalamu adds that the assailant also removed the beret on the head and the dirty clothes before he run in a white vest.

Acting Savannah Regional Police Spokesperson Patrick Lule says that upon getting an alert from Ssebalamu, a Joint Security team comprising Policemen and soldiers of Uganda People Defense Forces joined the chase for the assailant but he managed to flee. Lule adds that the team recovered some items which the assailants dropped off during the chase and the Forensic team has documented the scene.

Policemen from Luwero Central Police Station later arrived with a sniffer dog but couldn’t trace the killer. Efforts to speak to the manager of Advance Smart Micro Finance were unsuccessful because he was still recording a statement with Police by the time of filling the story.

Policemen and soldiers of UPDF are still deployed at Micro Finance as investigations are still ongoing.

Odongo is the fifth security personnel to be killed and the gun stolen in Luwero district since July this year.

In July this year, four men armed with machetes overran a police checkpoint at Kiwumpa village along the Kampala-Gulu highway and hacked Police Constables Josephat Twinamatsiko as well as his colleague Ronald Busingye before they made off with two guns. Busingye died on the way to Luwero hospital.

On October 31, the assailants who were about seven armed with a pistol and guns attacked Busiika Police Station. They shot Detective Inspector of Police, Alex Wagaluka, the in-charge CID, and Police constable Moses Ongol to death. Another Policeman died in Mulago hospital days later due to the wounds sustained in the attack. The assailants made off with two guns.

The assailants have so far stolen five guns from Luwero district in the three attacks and to date Police are yet to recover them. President Yoweri Museveni has since linked the different attacks to elements of the Islamist rebel group Allied Democratic Forces and organized criminals.
